Lawyers for Human Rights (LHR) successfully held the official launch and handover ceremony of two landmark publications, the Investigation Manual for Atrocity Crimes in Ethiopia and the Gross Human Rights Violations Reparations Model Law, at the Hilton Hotel Addis Ababa.

The two documents are the product of a rigorous and inclusive process that combined in-depth legal research, comparative analysis of international standards, and a series of consultations and review by relevant experts. Justice sector professionals, government representatives, civil society actors, academic staffs, and development partners actively contributed to shaping the content, ensuring that the publications respond to Ethiopia’s context and ongoing transitional justice efforts.

The Investigation Manual, prepared in both Amharic and English, provides practical and survivor-centered guidance for investigators, prosecutors, and other justice actors handling atrocity crimes. It aims to strengthen professional standards in evidence collection, documentation, and case-building, thereby enhancing the integrity and effectiveness of accountability processes.

The Reparations Model Law offers a comprehensive legal framework to recognize and operationalize victims’ rights to remedy and reparation. It outlines guiding principles, institutional arrangements, and implementation mechanisms designed to ensure that reparations are meaningful, inclusive, and sustainable. The Model Law serves as a reference for policymakers and lawmakers working to embed victim-centered justice within Ethiopia’s transitional justiceprocess.

During the ceremony, official copies of both publications were formally handed over to key stakeholders, including the Federal Ministry of Justice, the Federal Police, and the Ethiopian Human Rights Commission symbolizing shared ownership and collective responsibility in advancing accountability and strengthening the rule of law. Participants expressed strong appreciation for LHR’s consistent commitment to promoting a credible and meaningful transitional justice process, underscoring the importance of these tools in supporting truth-seeking, accountability, and reparative justice.
